Online entries and payments shall be received by the 15th of August 2022 (close of entries).

1. Venue & Dates

The 2022 Hobie® Cat 16 World Championships will now be held 15th – 29th September 2022, Sant Pere Pescador (Catalonia – Spain), organized by the Club de Vela La Ballena Alegre in conjunction with the Royal Spanish Sailing Federation in three (3) world championships disciplines: Women’s, Youth and Open with three (3) additional disciplines Masters Cup, Grand Masters Cup and Great Grand Masters Cup.

2. Organising Authority

The Organizing Authority (OA) is organized by the Club de Vela La Ballena Alegre in conjunction with the International Hobie Class Association (IHCA) under the authority of the Royal Spanish Sailing Federation and in conjunction with Hobie Cat Europe.

3. Rules

The 2022 Hobie Cat 16 World Championships will be governed by World Sailing Racing Rules of Sailing, the International Hobie Class Rules, the IHCA Discretionary and Standard Penalty Policy, and this Notice of Race except as any of these is altered by the Sailing Instructions.

The text of rule 44 is deleted and replaced with:

A boat may take one of the following penalties after getting well clear of other boats as soon after the incident as possible when she may have broken one or more rules of Part 2, or rule 31, in an incident while racing:

(a) Two consecutive gybes

(b) Two consecutive tacks; or

(c) A one turn penalty that involves a turn in the same direction including one tack and one gybe.

However,

(a) when a boat may have broken a rule of Part 2 and rule 31 in the same incident she need not take the penalty for breaking rule 31;

(b) if the boat caused injury or serious damage or, despite taking a penalty, gained a significant advantage in the race or series by her breach her penalty shall be to retire; and

(c) a boat may delay starting her penalty while she is in the zone of a mark or on a leg between Mark A and Mark O.

The use of VHF radios by competitors and Support Person is strictly forbidden. Both “athlete” and “competitor” mean a person competing or intending to compete in the event. The term “support team” means coaches, team leaders and other support person.

Discretionary Penalty, [DP] denotes a rule for which the penalty is at the discretion of the Jury. This changes RRS 64.1.

Standard Penalty, [SP] denotes a rule for which a standard penalty may be applied by the Race Committee without a hearing. This changes RRS 63.1, Appendix A4 and Appendix A5. Not Protestable, [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a) and 63.1. [DP] Competitors and support persons shall comply with any reasonable request from an event official. Failure to comply may be deemed misconduct.

Reasonable actions by event officials to implement SARS-CoV-2 guidance, protocols or legislation, even if they later prove to have been unnecessary, are not improper actions or omissions.

RRS 90.3(e) shall apply.

The English text of this Notice of Race and the Sailing Instructions will prevail.

4. Eligibility

The World Sailing Competitors’ Eligibility Code applies, this also applies to the qualifying crew’s selection. Attention is drawn to World Sailing Regulation 19.15.

A competitor who has represented one country and who has another nationality, has changed his nationality, or has acquired a new nationality shall not represent his new country unless: 

  1. he has not represented his old country within the last three years; and
  2. at least three years has passed since such change or acquisition.

All competing skippers and crew members shall be paid-up members of a National Hobie Class Association or Hobie Fleet in good standing with the IHCA. Any competitor in the championship must be a national of the country of the Member National Authority which is entering him/her or which he/she represents. Each competitor shall present proof when requested by the OA.

Both skipper and crew must be financial members of a fleet or Hobie association affiliated to the IHCA (IHCA General Rule 26).

All the Spanish competitors or teams representing Spanish Clubs must be in possession of the 2022 RFEV License card.

5. Conditions of entry

Each competitor under 18 years old on 15th September 2022 shall bring at registration a completed, signed parent/guardian consent form. Forms, for minors, are available on the event website.

After entry applications are opened and until the start of the event the organizing authority will monitor the SARS-CoV-2 (COVID-19) pandemic or other potential disruptions to the event and, having regard for the health and safety of all participants as well as any government travel restrictions or government mandated conditions on gatherings that affect participation in or conduct of the event, may at its sole discretion:

  • Postpone,
  • Make any other decision deemed necessary in the circumstances.

Decisions of a postponement made will be communicated to applicants and entrants. It is the full intent of the OA and the IHCA for the event to proceed. If unforeseen circumstances beyond the control of the event, the event may be be re-scheduled. 

If the event is postponed after the entry closing date the organizing authority will transfer the paid funds to the new published event date, 15-29 September 2022. If the entrants are unable to attend the new competition dates 90% of entry fee be refunded.

The organizers had to make a difficult decision regarding the date of the 23rd Hobie 16 World Championships. In the best interest for the sailors, families, staff, travel, and our sponsors the Hobie 16 Worlds will be delayed till 15-29 September 2022. This is explained in section 5 of the Notice of Race Notice of Race. The main concern was the safety and confidence for people to travel and book their accommodation

6. [DP][NP]Advertising Category

The boats shall display advertising of the event sponsor(s) as required by the Organising Committee. Individual sponsorship conflicting with the event sponsor’s business category shall not be allowed. For more information, please contact the organisers. Competitors maybe be required to carry cameras from the OA.

7. Entries

Entries shall be made on the Official Entry Forms on the event website up and until 15th of August (close of entries). The online entries have now closed.

The organisers will take a limited number of onsite entries for some classes. To assist teams and  ensure you will have a valid entry can you please email david.brookes@hobieclass.com with your intention to enter onsite? This will ensure you will not be disappointed and can enjoy the Hobie fun.

Changes to skippers / crews will be done on site at the discretion of the Organising Authority. Fees may apply.

7.1. Pre-Registration – Early Discounted Entry

Entries registration fees shall be received by the 15th of February 2022 unless sold out. Dates and times are Australian Eastern Standard Time and Daylight Standard time when applicable; see Fees. Late entries may be accepted at the discretion of the Organising Authority. After the entries in a discipline are sold out, the Organising Authority shall create a waiting list based on order of receipt.

8. Fees

Registration fees will be paid in Euros. The registration fees are payable to by PayPal (Secure online payment system) only.

Online entries and payments shall be received by the 15th of August 2022 (close of entries) and shall include the details of entry. Late entries maybe accepted at the discretion of the Organising Authority. After the entries in a discipline are sold out, the Organising Authority shall create a waiting list based on order of receipt.

* Qualifiers advancing into the semi-finals shall then pay an additional entry fee at the conclusion of the qualifying series to advance. This includes tickets for the other parties in the open portion of the event.

[NP] Prequalified sailors shall not sail in the Qualifying series

Entries for the Semi- Final Regional Quotas must be forwarded by the IHCA Regional Chairman no later than 10th January 2022 Guidance to selecting teams for allocation prequalifying spots for the 2022 Hobie 16 Open World Championship. Regions that run 2021-22 prequalifying series shall use these events as precedent for team selections. If there was no 2021-22 event, 25% of the 2018-19 qualifying events and 75% of the 2019-20 qualifying events may be used. If there was no possible 2020-21 qualifying event the 2019-20 shall take precedent.

In a change from previous events, the 2022 Master, Grand Master, Youth and Women Champions will not be awarded a pre-qualified position in the Hobie 16 Open based on their result in these divisions.

10. Qualifying Series

The Qualifying Series is limited to 92 entries.

10.1 Boats:  Hobie Cat Europe will supply boats to all teams. No other boats, sails or battens may be used during the event. A refundable boat deposit of Euro € 500.00 or the equivalent in USD (the exchange rate will be set prior to registration and be set for the entire championships) will be required on site by every team. Damage deposits must be paid in cash in Euro € 500.00 or the equivalent in USD. No other Currencies will be accepted. No credit card payments will be accepted for damage deposits. Any damage to the boat will be the responsibility of the team using the boat unless otherwise determined by the decision of a jury in a protest hearing. In the event of damage to the boat the official beach crew will evaluate the damage and determine the cost to repair or replace damaged goods. The competitor’s damage deposit will be debited to cover the damage to the boat.  If damage is more than the Euro € 500 or the equivalent in USD damage deposit it will be the responsibility of the team that caused the damage to pay any additional charges over the Euro € 500 or the equivalent in USD damage deposit and their damage deposit will be debited to pay for the damage.  In addition, to continue sailing in the event any damage deposit that has been debited will need to be paid up so that € 500 or the equivalent in USD remains with the Hobie Cat Europe beach committee for the duration of the event.  In the event that damage is the result of a collision and there is a protest decision; the team that is held responsible for the collision is responsible for paying any damage as a result of the collision to the other boat.  Any damage deposit unused at the end of the event will be returned to the competitor.  

  • The damage deposit is not an insurance policy.  
  • We also require a photo ID to collect the boat deposit.

Allowable equipment additions

The only allowable equipment additions to the boats shall be additional non-permanent tell tails; wind indicators, compass and class legal tiller extension. The factory supplied tiller extension yoke on the tiller crossbar shall not be removed. Boats and athletes may be required to carry cameras, sound equipment or positioning equipment as specified by the Organizing Authority. The equipment will be mounted by the Organizing Authority. Competitors are not allowed to add their own camera or mount to the boats. Competitors shall supply their own life jackets, trapeze harnesses and crew corrector weights if applicable.

11. Opening Ceremony

Teams must register on site during the times indicated. Failure to do so will result in the entry being awarded to another team.

At registration competitors are required to bring any crew corrector weights if required to meet class minimum crew weight as verified by the official championship’s scales.

Competitors shall also bring their approved personal flotation device capable of flotation of both the wearer, their wet clothing and equipment to the registration for inspection.

** The IHCA reserves the rights to review the entries (Women, Youth and Great Grand Masters) on the (pending) 2022 and may increase or decrease the number of allocated teams in each division. No team already entered will be displaced. Women’s World Championship: Skipper and crew shall be female.

Youth World Championship: To qualify for the Youth Championship all members of the crew shall be under the age of 21 years of age on 31 December 2022.

Master’s International Cup: To qualify for the Master’s Championship, the skipper shall be 45 years or over on 31 December 2022.

Grand Master’s International Cup: To qualify for the Grand Master’s Championship, the skipper shall be 55 years or over on 31 December 2022. The age of crew members in Grand Master series is open. (Subject to a minimum participation of 8 teams to grant International Cup status.) 

Great Grand Master’s: To qualify for the Grand Master’s Championship, the skipper shall be 65 years or over on 31 December 2022. The age of crew members in Great Grand Master series is open.

15.International Jury: 

An International Jury has been appointed in accordance with RRS 91 (b). Its decisions will be final as provided in RRS 70.5.

16. Sailing Instructions:

The sailing instructions will be made available at registration.

17. Prizes:

The first 3 teams in the Youth, Women’s, Masters, Grand Masters, Great Grand Masters will receive trophies; the first 5 teams in the Open event will receive trophies. The overall winner in the Open event will be declared the 2022 Hobie Cat 16 World Champion.

Each ‘person in charge’ (see RRS46) shall have current third-party liability insurance with a minimum coverage of not less than €300,000 EUR. Proof of this insurance must be presented at registration. The Organizing Authority is not responsible for verifying the status or validity of certificates.

NEW: UPDATED Aug 4, 2022. For those unable to purchase Third Party Liability Insurance in their country, the OA will make arrangements to provide insurance on-line (recommended) or on site, by purchasing a Sailing Licence from the Catalan Sailing Federation.

19. [DP][NP] Private Boats & Exclusion Zone

Private Hobie 16s will not be permitted to sail on or near the course area during competition days 15th September – 29th September 2022 inclusive. No coach or support boats will be allowed in the exclusion zone during this period. Failure to comply may have the entry or team removed from the competition.

21. [DP][NP] MEDIA RIGHTS

By participating in the event competitors automatically grant to the Organizing Authority, Hobie Cat Worldwide and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped, or filmed television and other reproductions of the athlete during the period of the competition without compensation.

22. Risk Statement

Competitors and support team participate in the series entirely at their own risk and they are reminded of the provisions of RRS3, Decision to Race. Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

  1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
  2. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
  3. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
  4. By participating in any race, they are satisfied that their boat is in good order, equipped to sail in the event and they are fit to participate;
  5. The provision of a race management team, patrol boats, and other officials and volunteers by the organizer does not relieve them of their own responsibilities;
  6. The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.
  7. It is their responsibility to familiarize themselves with any risks specific to this venue or event and to attend any safety briefing held for the event.
  8. While every effort is made to contain SARS-CoV-2 the sole responsibility of your health remains your responsibility.
